This is where the inner knowing and the real behavior start lining up.

The Empress says the connection can grow. The Magician says action can change the situation. The King of Cups says the feelings are deeper than the surface behavior may reveal.
So I would read this as the connection moving from what could be into what can actually become real. It is not fully balanced yet. It is not moving as quickly as the earlier energy suggested. It still has emotional fulfillment attached to it. The next real shift comes through truth, mutual effort, and someone finally choosing to act from emotional maturity.
